Project Description

The overall purpose of the MTR is to:

  • assess the project’s overall performance, in terms of inputs, outputs, initial benefits and development outcomes generated;

  • make recommendations to increase the likelihood of achieving its development objectives;

  • identify the need for restructuring based on the implementation experience to date.

Description of Services Provided

  • The SLC project was designed to achieve its objective through the implementation of 4 components:

    • Commune-based SLC planning and land allocation;

    • Rural development services and investments;

    • Sustainable and transparent SLC program development; and

    • Project administration

    • The project was conducted in 3 provinces including: Kampong Cham, Kampong Thom, and Kratie.

    • The reviewing team conducted key informant interview and focus group discussion with various stakeholders and representatives from the participating government agencies/units (national, provincial and commune level), beneficiaries (individual and household level), participating Non-Government Organizations, and other relevant groups and individuals.

    • A case study for each of the first three SLC sites also had been undertaken to document the:

    • various strategies and processes adopted

    • results, outcomes and initial benefits generated

    • lessons learnt

    • specific recommendations to address implementation performance and sustainability concerns
