Project Description
The overall purpose of the MTR is to:
assess the project’s overall performance, in terms of inputs, outputs, initial benefits and development outcomes generated;
make recommendations to increase the likelihood of achieving its development objectives;
identify the need for restructuring based on the implementation experience to date.
Description of Services Provided
The SLC project was designed to achieve its objective through the implementation of 4 components:
Commune-based SLC planning and land allocation;
Rural development services and investments;
Sustainable and transparent SLC program development; and
Project administration
The project was conducted in 3 provinces including: Kampong Cham, Kampong Thom, and Kratie.
The reviewing team conducted key informant interview and focus group discussion with various stakeholders and representatives from the participating government agencies/units (national, provincial and commune level), beneficiaries (individual and household level), participating Non-Government Organizations, and other relevant groups and individuals.
A case study for each of the first three SLC sites also had been undertaken to document the:
various strategies and processes adopted
results, outcomes and initial benefits generated
lessons learnt
specific recommendations to address implementation performance and sustainability concerns
