Project Description

The objective of the mission was to undertake an assessment of the procurement capacities of selected programme components/projects (6 – 7) of the two sectors and to prepare the design of a procurement capacity development plan. The assessment exercise included the aspects covered under “Conduct the assessment” and “Summarize and interpret results” of the UNDP Procurement Capacity Development Framework as adapted during the scoping mission. Design of a Procurement Capacity Development Plan for the two sector programmes was prepared, Terms of Reference for the formulation of the CD Plan was developed. Approach, experiences and lessons learnt was shared.


a) Conduct Procurement Capacity Assessment in 6 – 7 programme components/projects of ASPS II/WSSPS II

  • Define desired procurement capacities

  • Understand existing procurement capacity assets

  • Assess procurement capacity level (gaps)

  • Identify root causes for capacity gaps

  • Interpret results



b) Prepare the Design of the Procurement Capacity Development Plan

  • Develop Terms of Reference for the Design of a Procurement Capacity Development

Plan which should address the following issues:

  • Definition of the capacity development response

  • Definition of progress indicators for the capacity development response (output indicators, outcome indicators, targets)

  • Estimated cost for the capacity development response

  • Coherent CD plan (priorities, timeframe, lead institution, monitoring)

  • Estimate resources (team/costs) and timing for the design of the CD Plan



c) Share approach, experiences and lessons learned

  • To further engage local stakeholders, prepare a presentation outlining objectives, approach, initial assessment results and recommendations of the mission and share it with interested development partners/government institutions in Bangladesh.



To further disseminate experiences at the national and international level, compile a case study which should summarize the intended development impact, approach, experiences and lessons learned in a general/generic way.
