TA 7143-BAN: Capacity Development for the IDCOL

The impact of the TA is increased project lending by IDCOL with available long-term financing and private sector participation. The TA outcomes are (i) capacity development in IDCOL to complement ADB loan implementation and medium- to long-term strategic objectives; (ii) contribution to a strengthened PPP policy in Bangladesh and (iii) transformation of IDCOL into Bangladesh’s premier provider of long-term financing to infrastructure projects with private sector participation.

At the institutional level, the TA will support the development of internal IDCOL capacities with respect to constraints of its existing management capacity, operation efficiency, productivity, processes and procedures, risk management, staff resources/HR policies, environmental and social safeguard assessment capacity and  regulatory compliance issues. At the policy level, the TA will help GOB improve the existing PPP framework in place in Bangladesh and assist government agencies draft sector policies based on IDCOL’s experience in financing private sector led infrastructure projects. The TA will also provide the Government and its agencies with feedbacks on bottlenecks, issues and concerns from the market and from private sector sponsors and offer advice and solutions.
