The general objective of the TA consultancy is to support the capacity building of PO field staff and local entrepreneurs (LEs), support market promotion including ensuring the quality of construction and BCC campaign. The consultancy service includes: 

• To develop the capacity of field staff of POs who will work with PKSF under the project. 

• To support POs for selecting local entrepreneurs who will work in the project for water and sanitation facility improvement at household level. 

• To develop training manuals for LEs on safely managed water and sanitation and build their capacity to engage them in the construction of project designed water, sanitation, and hygiene facility improvement. 

• To develop capacity building manuals for women LEs and build their skill to promote sanitary napkin at project areas. 

• To develop orientation guidelines for the old LEs (trained from different previous projects) and organize orientation for them if required. 

• To provide follow-up support to the trained LEs for-quality construction and GPS based monitoring during field level implementation. 

• To develop a facilitator's guideline for the PO staff for using BCC materials towards hygiene behavior change among the credit groups and support POs in implementation of the BCC campaign.
